In a slow cooker, combine beef, water, tomatoes, bouillon, onion, parsley, garlic, salt (if desired), and pepper.
Cover and cook on low for 7-9 hours or until meat is tender.
Add zucchini, cabbage, both kinds of beans and pasta and cook on high, covered, 30 minutes more or until vegetables are tender and pasta is cooked.
Pass Parmesan cheese and fresh basil to add individually, as desired.
